The 80's Style Tire was obtainable by reaching level 3 in Season 23: "To the 80's" and buying it for 20K cash in the garage. The tire was only available during Season 23.
80's Style is an extremely rare item to spot, with it currently having a MU count of ~62 (which is similar to that of Wagon Wheel, another extremely rare item), as well as over 200 copies being in possession of hoarders, its no surprise that its a hoarded item which is also extremely difficult to find in trading.
